TBG6 website 2003：電子入札の国際標準化を加速させる情報プラットフォームの構築

2000年代初頭、インターネットの爆発的な普及に伴い、建設産業における公共事業の調達プロセスも大きな転換期を迎えていました。 本プロジェクトは、一般財団法人日本建設情報総合センター（JACIC）および一般財団法人港湾空港建設技術サービスセンター（SCOPE）が推進する「e-Tendering ebXML 標準化プロジェクト」の広報を目的としたWebデザイン・UI/UX設計プロジェクトです。 当時、産業横断的な電子入札におけるビジネスプロセスや情報エンティティ（情報の構成要素）の国際標準化は、日本の建設業界がグローバルな競争力を維持するために不可欠な課題でした。 本サイトは、国土交通省が運用する「電子入札システム」の普及や、電子入札コアシステム開発コンソーシアムの活動を支援するための情報ハブとして機能することを目指し、極めて公共性の高い情報をいかに正確かつ迅速に伝達するかという視点から設計を行いました。

情報の信頼性を担保する5W1Hに基づいた情報設計

本プロジェクトにおいて最も重視したのは、情報の透明性とアクセシビリティの両立です。 特に「e-Tendering ebXML 標準化プロジェクト」のような専門性の高い国際プロジェクトにおいては、情報の受け手が「誰が、何を、いつ、どこで、なぜ、どのように」行っているのかを瞬時に理解できる構造が必要でした。

• ebXML規格に基づくビジネスプロセスの可視化： 国際標準であるebXML（Electronic Business using eXtensible Markup Language）を用いた電子入札の仕組みを、専門技術者だけでなく政策決定者や一般事業者にも理解しやすいよう、階層化されたナビゲーションと図解を組み合わせたUIで構築しました。
• 官民連携を支えるコンソーシアムのハブ機能： JACICおよびSCOPEという、日本の建設ITを牽引する両財団の役割を明確に定義。電子入札コアシステムの導入支援を円滑化するため、資料ダウンロード（PDF形式のパンフレット等）への導線を最適化し、ユーザーの目的達成率を高める設計を施しました。
• 時系列と重要度に応じたコンテンツ・ヒエラルキー（ハイアラーキー）： 2001年から開始された国土交通省の施策と、2003年までのプロジェクト期間における動向を整理。最新の活動情報とアーカイブ資料を明確に分けることで、情報の鮮度を保ちながら、標準化プロジェクトの変遷を体系的に把握できる構造を追求しました。
• 公共機関に求められる堅実なビジュアル・アイデンティティ： 信頼感と先進性を象徴するカラーパレットを採用。過度な装飾を排し、情報の読み取りを妨げないタイポグラフィとグリッドシステムを用いることで、公的機関が発信する情報としての「正当性」をデザインによって裏付けました。

UI/UXデザインを通じた「業界標準」への寄与

本Webサイトのデザイン・構築プロセスにおいて、私は単なる情報のビジュアル化に留まらず、建設業界のデジタル・トランスフォーメーション（DX）の黎明期におけるコミュニケーションのあり方を再定義しました。 複雑な標準化の工程や、複数の団体が関わるコンソーシアムの意志を一つのプラットフォームに集約することは、情報設計における高度な論理的思考を必要としました。 結果として、本サイトは「e-Tendering ebXML 標準化プロジェクト」の意義を広く周知し、産業横断的な電子入札の普及に寄与する重要な広報基盤となりました。 5W1Hという情報伝達の原点に立ち返りつつ、ebXMLのような高度な技術概念をユーザーに届けるという試みは、現在のUI/UXデザインにおける「情報の整理とユーザー体験の最適化」という本質的な課題に対する一つの解答であったと考えています。 今後も、技術的な専門性とユーザーの理解を繋ぐブリッジとして、信頼性の高いデジタル・プロダクトの創出に邁進してまいります。

TBG6 website 2003: Building an Information Platform to Accelerate the International Standardization of E-Tendering

In the early 2000s, with the explosive spread of the internet, the procurement processes for public works in the construction industry were facing a major turning point. This project involved the web design and UI/UX design aimed at publicizing the “e-Tendering ebXML Standardization Project” promoted by the Japan Construction Information Center (JACIC) and the Service Center of Port Engineering (SCOPE). At the time, the international standardization of business processes and information entities (data components) in cross-industry e-tendering was an indispensable challenge for the Japanese construction industry to maintain its global competitiveness. Aiming to function as an information hub supporting the dissemination of the “E-Tendering System” operated by the Ministry of Land, Infrastructure, Transport and Tourism, as well as the activities of the E-Tendering Core System Development Consortium, this site was designed from the perspective of how to convey highly public information both accurately and swiftly.

Information Design Based on the 5Ws and 1H to Guarantee Information Credibility

The highest priority in this project was placed on coexisting information transparency with accessibility. Particularly for highly specialized international initiatives like the “e-Tendering ebXML Standardization Project,” a structure was required where information recipients could instantly grasp “who is doing what, when, where, why, and how.”

• Visualizing Business Processes Based on the ebXML Specification: To make the mechanism of e-tendering using the international standard ebXML (Electronic Business using eXtensible Markup Language) easy to understand not only for technical specialists but also for policymakers and general business operators, we constructed a UI combining hierarchical navigation with diagrams.
• Consortium Hub Function Supporting Public-Private Collaboration: Clearly defined the respective roles of JACIC and SCOPE, the two foundations leading construction IT in Japan. To smooth support for the introduction of the E-Tendering Core System, we optimized paths to document downloads (such as PDF pamphlets), crafting a design that increases user goal-attainment rates.
• Content Hierarchy Tailored to Chronology and Importance: Organized the initiatives of the Ministry of Land, Infrastructure, Transport and Tourism initiated in 2001 alongside trends up to the project period in 2003. By clearly separating the latest activity details from archive materials, we pursued a structure that allows systematic comprehension of the standardization project’s transition while maintaining information freshness.
• Solid Visual Identity Required for Public Institutions: Adopted a color palette symbolizing reliability and advanced technology. Eliminating excessive decoration and employing typography and grid systems that do not hinder information retrieval, the design validates the “authenticity” expected of information dispatched by public institutions.

Contributing to “Industry Standards” Through UI/UX Design

In the design and construction process of this website, moving beyond mere visual representation of information, I redefined communication during the dawn of digital transformation (DX) in the construction industry. Consolidating complex standardization phases and the intents of a consortium involving multiple organizations into a single platform demanded sophisticated logical thinking in information architecture. As a result, this site became an important public relations foundation that widely publicized the significance of the “e-Tendering ebXML Standardization Project” and contributed to the cross-industry dissemination of e-tendering. Returning to the origin of information transmission—the 5Ws and 1H—while attempting to deliver advanced technical concepts like ebXML to users serves as one answer to the fundamental challenge of “information sorting and user experience optimization” in modern UI/UX design. We will continue to forge ahead in creating highly reliable digital products, acting as a bridge that connects technical expertise with user understanding.
